I don't think so as MacENC is not compatible with proprietary Seatalk. MacENC is compatible with NMEA data. That NMEA data can come over IP.
Okay, I see that Raymarine has a PC/Seatalk/NEMA Interface Box that will output to an rs-232- serial cable.

Am I correct to assume that once the Seatalk is converted to NEMA and fed through a keyspan RS232 to USB device I can bring all of the Nema data that MacENC can use through the one TCP/IP connection in the GPS menu or will I need multiple USB ports?
MacENC can take all NMEA input (from up to 3 ports) and broadcast it over TCP/IP.
The Keyspan adapter would only need one USB port and MacENC can read GPS, AIS, Instruments NMEA data from it.
