I assume you want a Mac based webpage making software. Try googling Cyberduck. I've used this freeware to make a website, it's really easy.

The latest version of iLife for the Mac includes there new module called iWeb. It is dead simple to use and looks very elegant.
I'm not sure, but it should work on OS X.3 Panther and for sure on OS X.4 Tiger.

have a neat, free, very effective html editor.
Website builders are ok, but they can produce vast quantities of code. OK if you don't intend to change the site too much after the initial build.
The mac OSX built in Apache server is superb for trial deployment. If it works in there, I know it will be fine when I upload it to the ISP.
Here's the little sail club site I keep ticking over. Feel free to copy the code examples. A poor amateur thing, but 'tis mine own.
