Many thanks for the comments and the bold suggestions! I'll respond to the two suggestions separately. First: sourcing ARCS Skipper charts:
I travel a lot. One of the great joys about being a programmer is that all I need is a computer and an internet connection. So if I'm going to be anywhere for more than a couple of weeks I can get some work done. Selling ARCS charts involves physical stock (the CDs) and all the trials and tribulations of postage and packing, making it unsuited to a peripatetic lifestyle. Plus a ton of extra admin dealing with orders, returns, credit card processing, VAT admin, etc. I simply don't have the time. So I'm afraid there's no chance at all that I will get involved in selling charts (unless they later become available in downloadable form).
I do agree with you that it's not as easy as it might be to find ARCS charts via the UKHO site. Although there are places where you can buy from an online shop (such as SailGB: http://www.sailgb.com/ ), I have actually found that it's sometimes preferable to use a bricks and mortar retailer and handle it by email. Ron has suggested Seachest. I myself have recently had good experience with B Cooke & Sons of Hull ( http://www.bcookeandson.co.uk/contact.htm ). If you're buying anything other than one of the pre-set folios, I find it pays to have email correspondence first so you can make sure you're going to get exactly what you want.
