From what I can tell this problem is only impacting West Coast..

I called AT&T on Friday and they were not too helpful, but did open a trouble ticket. Will call back tomorrow to see if they have any resolution.
Let me know if you can get on NOAA.gov from Safari over AT&T on iPhone 3Gs or iPad 3G.
