The "Location Services" are "ON" when you see the triangle in the iPad/iPhone status bar. Most apps will turn them off when they exit and the triangle will go away. "Location Services" can be explicitly disabled by either enabling "Airplane Mode" or turn "OFF" "Location Services" in the iPhone/iPad "Settings".
