Currently MacENC only works with unencrypted S-57 ENCs. That is great in the United States because the NOAA and Army Corp. of Engineers ENC's are free and unencrypted.
Unfortunately the rest of the world wants your hard earned dollars for what taxes have already payed for. So most international ENCs are encrypted allowing their use only on one computer. Worse yet some require a hardware dongle.
It is my plan to support encrypted ENCs as soon as possible. There are a number of hoops to jump through to get this done. International ENC's are not cheap and I have heard some are not as good as their raster counter parts.
