Yeah, it should work. But why do you have to pay any type of activation fee? We've never had to do anything more than give them a credit card to charge all calls against.
More recently, the need for Globalstar in large parts of the Bahamas has gone away too. If you have a GSM cell phone, it should just work (our AT&T phone worked exceptionall well in the Abacos). Data too. We also found WiFi either free (at bars, etc) or paid for it in the Abacos. With WiFi, we used Skype for calls.
To be honest, the only time we've used our Globalstar phone over the last 5 years was when we were in the Gulf Stream and just wanted to test that it worked (it did).
